The first pilot should prove one pharmacy profile, one pharmacy-confirmed availability state, and one explicit expiry rule. Marketplace breadth is outside the boundary.
The intervention is credible only if patients can distinguish a current pharmacy signal from stale or inferred stock information.
Decision standard
Approve execution when ownership, expiry, and exception handling are unambiguous. Hold expansion until the narrow loop produces evidence of trusted coordination.
